Recovery Haven is a low-intensity residential treatment program for women situated in downtown Alexandria, Virginia, providing case management, mental health and substance abuse counseling, and life skills training.

Rebecca Black, MSW, LCSW
Deputy Director of Clinical Operations

Rebecca Black has currently started a new role as Deputy Director of Clinical Operations in which she will work closely with the Director of Clinical Operations to oversee National Capital’s residential programs.
Previous to this role, she was the program director for Demeter House. In that position, she was responsible for clinical operations of Demeter House, NCTR’s residential program for women, to assure that high quality treatment services are provided to all patients.
Prior to joining National Capital Treatment & Recovery, she worked for seven years as an inpatient clinical manager at Pathways-Luminis Health in Maryland.
She is a licensed clinical social worker with 13 years of experience in the substance use disorder treatment field. She has a Master of Social Work degree from the University of Maryland, Baltimore. She is also an Adjunct Professor at Anne Arundel County Community College, in Maryland.
Kelley Reed, LCSW

Kelley Reed is the Program Director of Recovery Haven, a low-intensity residential program in Alexandria, Virginia, designed to support women in recovery. A collaboration between NCTR and Friends of Guest House—a reentry program for women—Recovery Haven provides a structured, supportive environment for those rebuilding their lives. In her role, Kelley provides both administrative and clinical oversight while also delivering direct patient care. Her passion for helping vulnerable populations is evident in her extensive experience, including her previous role overseeing a permanent supportive housing program for chronically homeless men with substance use disorders. Kelley is a licensed clinical social worker with a Master of Social Work degree from Virginia Commonwealth University.
