Reginald Williams is a certified addictions counselor and assistant with over 30 years’ experience in the substance use disorder treatment field.

As residential manager of NCTR’s Phoenix Program, Reggie oversees the day-to-day operation of the program and ensures the safety and security of patients.

He joined the agency in 2006; prior to that he worked for Second Genesis, a drug and alcohol treatment program, where he held several positions before becoming director of Second Genesis’ residential program in Alexandria, Virginia.

Aubrey Graham joined NCTR in 2024, as the Clinical Manager at the Phoenix Program, a residential treatment program.  In this position, she oversees clinical operations and supervises clinical staff.

Aubrey is a licensed clinical social worker and earned her master's in social work from Virginia Commonwealth University in 2010. She has extensive history working within the criminal justice system with a focus on mental health and substance use disorders.

As a Nurse Practitioner Manager, Abdul manages all nurse practitioner services at NCTR’s Phoenix Program men's residential treatment program.

Abdul has a Doctor of Nursing Practice degree from George Mason University and 11 years of experience in the medical field.

His most recent experience before joining NCTR in 2022 was with Aspire Healthcare, where he served as a field nurse practitioner. “I am excited by the variable nature of my job, as well as being able to change the lives of vulnerable patients.”

Adebola (Addie) is a board-certified Psychiatric Mental Health Nurse Practitioner. She was born in Washington DC and moved to Nigeria with her parents at a young age. She completed elementary and high school in Nigeria and then moved back to the US to complete the rest of her education.

Addie began her nursing career as a medical-surgical nurse in Washington Hospital Center over 25 years ago. She later moved to the public-school setting where she served as a school nurse working with children from ages 3 to 21 with medical, behavioral, and emotional problems. She found her passion while working with the high school aged population.

Addie received her Associates of Applied Science in Nursing from Marymount University, Bachelor of Science in Nursing from George Mason University, Master of Science in Nursing (Informatics) from Walden University in 2013, Post-master’s certificate in Psychiatric Mental Health Nurse Practitioner from National University in 2020, and a Doctor of Nursing Practice from Frontier Nursing University in 2023.

Addie is qualified to evaluate, diagnose, treat, and prescribe medication to children, adolescents, and adults with co-occurring mental health and substance use disorders. She is certified to prescribe Medication Assisted Treatment (MAT) for substance abuse. She believes the wholeness of the mind makes a whole person, and serves children, adolescents, adults, and aging adults with a focus on prescribing up to date psychiatric and substance abuse treatment.

Her goal is to help the patients find stability and independence in all areas of wellness in order to complete the whole person.

Addie loves to travel as she believes it helps to reset the whole person.

Dr. O’Beirne received her medical degree from Case Western Reserve University School of Medicine and completed her psychiatry residency at University Hospitals of Cleveland. She has been a practicing Psychiatrist for more than 30 years.

Dr. O’Beirne served in the United States Army, as the Chief of Psychiatry Service at Fort Campbell, KY, with combat service as Chief of Psychiatry for the 86th Evacuation Hospital in Mogadishu, Somalia.

After her military service, she worked for the Veterans Administration until 2003, when she began working with Fairfax County Community Services Board in Fairfax, Virginia. In 2010, she achieved board certification in Addiction Medicine and she is now the Medical Director of Addiction Medicine Services for Fairfax County CSB.

Dr. O’Beirne believes it is important to recognize Addiction as a medical disease and to provide a wide range of treatment, from intensive outpatient to long term residential settings, including Medication Assisted Treatment and comprehensive psychiatric care at each level.

Dr. O’Beirne joined National Capital Treatment & Recovery to provide collaboration and consultation with Withdrawal Management and Early Recovery Programs. She has expanded her role to work with our other residential programs. Dr. O’Beirne also hosts monthly medical education information sessions to our internal teams to help ensure our team us up to date on the medical and psychiatric conditions and treatment approaches we work with in our programs.
