BOARD OF DIRECTORS

Col. Kathy Naylor was elected to the Board of Directors of National Capital Treatment & Recovery in 2020.

Kathy is the Chief, Medical Operations Center, Headquarters U.S. Air Force, Arlington, Virginia. In this role, she leads a 24-hour U.S. Air Force Crisis Action Team medical cell in the Pentagon that manages the Air Force Medical Service’s response to contingency operations, impacting 46,00 personnel across 76 Military Treatment Facilities worldwide.

Kathy received a direct commission as a First Lieutenant and entered U.S. Air Force in April 2002. Her military career includes assignments as Commander, 319th Medical Support Squadron and Deputy Commander & Administrator, 319th Medical Group, Grand Forks, AFB, North Dakota; a Board-Certified healthcare administrator in Resource Management, Logistics, Readiness, Information Systems and Group Practice Management; a Readiness Fellow at U.S. Special Operations Command; and Deputy Command Surgeon & Chief, Medical Plans and Operations at U.S. Special Operations Command - Central. She also served as White House Social Aide for four years and deployed in support of Operation Enduring Freedom in Kabul, Afghanistan.

Prior to her current position, she was the Deputy Director & Chief of Future Operations and Analysis Branch, Medical Readiness Division, Air Force Medical Support Agency in Falls Church, Va. Kathy also has nine years of civilian experience working as a Business Consultant, Director of Marketing and other marketing positions at Richmark Group (now RS Consulting USA), Illinois CPA Society, Humana Health Care Plans and in Chicago, IL.

She has her Master of Business Administration from Loyola University-Chicago and Bachelor of Arts from Bradley University in Peoria, Illinois.

She is originally from Grand Rapids, Michigan. She is married to Stephen William Naylor, former Captain in the British Army, Royal Irish Regiment, and they have one daughter, Elizabeth Rose.

Stacey J Vetter was elected to the Board of Directors of National Capital Treatment & Recovery in June 2024.

Stacey is a licensed attorney. She provides advice and counsel on national security compliance and monitoring issues for the Committee on Foreign Investments in the United States. Stacey is a retired Air Force Colonel, having spent twenty-five years on active duty. She served in a myriad of legal roles including senior counsel at the installation and headquarters levels as well as in contingency operations in Iraq, Qatar and Afghanistan supporting special operations missions.

Her final role on active duty was serving as the Chief of Staff for the Office of Military Commissions. She led the full scope of mission operations, including project management, logistics coordination, IT infrastructure oversight, policy development, HR oversight, and organizational leadership for 600+ personnel.

She is known to drive innovation by fusing intellectual agility, fiscal meticulousness, and consummate integrity. She empowers and develops talent through authentic and empathetic leadership; she is valued for her blend of fair judgment, political savvy, and her sense of humor.

Stacey holds a Bachelor of Science and a Master of Social Work from The Ohio State University. She earned her Juris Doctor, cum laude, from the University of Toledo, College of Law; and she holds a Master of Military Operational Art and Science, from the United States Air Force’s Air University.

Mark E. Hawkins was elected to the Board of Directors of Vanguard Services in 1995, transitioned to the Board of Phoenix Houses of the Mid-Atlantic in 2010, and transitioned to the Board of NCTR in 2020.

Mark E. Hawkins was elected to the Board of Directors of Vanguard Services in 1995 and transitioned to Phoenix Houses of the Mid-Atlantic in 2010 when the merger occurred. Mark is President of Financial Transformations, Inc., a healthcare-focused financial performance consulting group, which he founded in 2006. Mark holds a Bachelor of Science in finance and a Master of Business Administration from Virginia Polytechnic Institute and State University.

Deborah Taylor serves as President & CEO of National Capital Treatment & Recovery.

She joined the organization in 1989 when it was Vanguard Services Unlimited and has led the organization through its years of dynamic growth to Phoenix Houses of the Mid-Atlantic and now NCTR in order to meet the changing and ever-increasing needs of the community for men, women and young adults struggling with substance use disorder.

Ms. Taylor’s career in the treatment of substance use disorders started in 1972, dealing with the heroin epidemic in Fairfax County, Virginia. She was responsible for Vanguard’s growth to 14 programs serving over 800 persons, plus their families, annually. Prior to joining Vanguard, Ms. Taylor was employed by Virginia Hospital Center as Program Manager of the Adolescent Addiction Treatment Program. During her career, she has also worked for Suburban Hospital in its Addiction Treatment Unit in Bethesda, Maryland, the Psychiatric Institute of Montgomery County, Maryland, and Fairfax County, Virginia’s Alcohol and Drug Services.

Ms. Taylor is a psychiatric nurse certified in Chemical Dependency.

Kevin R. Appel was elected to the Board of Directors of Alcoholic Rehabilitation Inc. in 1984, transitioned to the Board of Vanguard Services in 1985, transitioned to the Board of Phoenix Houses of the Mid-Atlantic in 2010, and most recently transitioned to the Board of NCTR in 2020.

Kevin is a Principal at KRAESQ, PLC, a law firm he established in 2012 that specializes in tax collection consulting services and has also served as legal counsel to the Treasurers Association of Virginia since 1990. Previously, he served for 24 years as the Chief Deputy and Legal Counsel to the Arlington County Treasurer and then headed the Virginia office of Linebarger Goggan Blair & Sampson, LLP, a Texas based law firm dedicated to helping government entities collect delinquent taxes.

Kevin was a past Chairman of the Arlington County Bar Foundation and the Arlington County Bar Association. He also served as Chairman of the Arlington County Democratic Committee and as Chairman of the Virginia Advisory Committee on Juvenile Justice.

He holds a Bachelor of Arts in psychology from Iona College in New Rochelle, New York, a Master of Arts in politics from the Catholic University of America and a Juris Doctor from the Columbus School of Law at Catholic University.

Mark Greer was elected to the National Capital Treatment and Recovery Board of Directors in June 2024.

Mark is currently retired and volunteers in a number of capacities. These include service on the Board of the Naval Intelligence Professionals (NIP) and with the National Capital Area Council (NCAC) of the Boy Scouts of America where he coordinates all Youth Mental Health First Aid (YMHFA) training.

He worked in the defense industry after retiring from the US Navy as a Captain. Mark served as the Deputy Chief Information Officer at the Defense Intelligence Agency (DIA) after retiring from the Navy.

His responsibilities included operational oversight of all information technology management programs at DIA and within the DoD Intelligence Information System community.

Prior to retiring from the US Navy in July 2003, Mark was the Chief Information Officer/Director of Information Technology at the Office of Naval Intelligence (ONI). He served in a variety of afloat assignments during his Navy career, including duty with Commander, Carrier Group EIGHT as the Assistant Chief of Staff for Intelligence, Carrier Group SEVEN as the assistant intelligence officer, and Attack Squadron 25 as the intelligence officer.

In 1993 he reported to the Fleet Ocean Surveillance Information Facility (FOSIF) in Rota, Spain as the Executive Officer and assumed command of the FOSIF in 1995.

Born in Washington, DC, he is a 1976 graduate of Duke University. He also attended the Naval Postgraduate School in Monterey, CA where he graduated in 1991 with a Master of Science in Information Systems Management.

Michael Hailye was elected to the National Capital Treatment & Recovery Board of Directors in September 2022.

Michael currently serves as Chief Technology Officer for Community Medical Services in Scottsdale, Arizona. Prior to joining CMS, he was Chief Information Officer of Embassy Management, LLC where he was responsible for business and technology strategy, data and systems integration, and innovation. His experience also includes work for Ernst & Young and Arthur Anderson.

NCTR first met Michael when he served as Chief Information Officer of Phoenix House, Inc. where he was responsible for all aspects of Technology, including strategy, business alignment, organization and staffing, vendor relationships, and implementation and operations.

Michael served four years as a commissioned officer in the United States Air Force.

He is a graduate of the United States Air Force Officer Training School. B.S. Aeronautical Engineering, Rensselaer Polytechnic Institute, and M.S. Aerospace Engineering, University of Michigan.

William O. Howland was elected to the Board of Directors of Phoenix Houses of the Mid-Atlantic in 2010 and most recently transitioned to the Board of NCTR in 2020.

Now retired, Bill was the Director of the District of Columbia Department of Public Works (DPW), a position he held from 2004 to 2015. As Director, he provided leadership to achieve DPW’s mission of providing environmentally healthy municipal services that are both ecologically sound and cost effective.

Bill has served in government for 31 years, the last 14 years with the DC government, and prior to those 17 years with Fairfax County, Virginia.

He has over 25 years of leadership and management experience in the areas of finance, human resources, procurement, information technology, fleet and solid waste.

He holds a Bachelor of Arts in political science from the University of California and Master of Science in public policy and management from Carnegie Mellon University, H. John Heinz III College.

Ken Knight was elected to the Board of Directors of National Capital Treatment & Recovery in 2021.

Ken retired in 2020 after a 36-year career as a CPA. He began his career in a Maryland professional services firm, where he worked (principally serving the accounting and financial needs of health care providers) for thirty years, and became a partner in that firm on January 1, 1993. That practice merged with a larger professional services firm in 2014, where Ken was a tenured partner responsible for its national health care assurance practice.

Ken has served on a number of governance bodies for tax-exempt organizations, including the Board of Directors of Vanguard Services Unlimited (a precursor to National Capital Treatment and Recovery).

Ken received his undergraduate degree, with a concentration in accounting, from The George Mason University in 1984 and earned his CPA designation in November 1985.

Ken and his wife Debi married in 1976, have five children and many grandchildren, and currently live part-time in St. Petersburg, FL and in Moneta, VA.

Terence Liley was elected to the National Capital Treatment & Recovery Board in June 2024. He brings with him a wealth of legal experience and management skills honed over the past three decades. He has held a wide variety of positions in the private and public sectors.

He began his career as a skilled litigator, trying numerous criminal and civil cases as Assistant Corporation Counsel for the City of New York, Office of the Corporation Counsel; an Assistant District Attorney in Dutchess County, New York; and a staff attorney with the Legal Aid Society of New York.

Mr. Liley also worked in private law practice for a number of years before serving as a senior legal advisor to the U.S. Department of Health and Human Services (HHS), Office of Medicare Hearings and Appeals and serving as the General Counsel to the United States Senate Sergeant at Arms. He currently serves as senior legal counsel with the U.S. Cybersecurity and Infrastructure Agency.

Mr. Liley is also involved with several professional and community organizations. He is a member of the Federal Bar Association where he has served as President and Treasurer of the Capitol Hill Chapter. He also serves as a member of the Annual Meeting and Conventions Task Force.  He is also a member of two community service focused fraternal organizations: Omega Psi Phi Incorporated in Northern Virginia and the Masonic Grand Lodge of New York.

Terence holds a bachelor’s degree in business administration from The State University of New York at Albany. He received his Juris Doctor from the Santa Clara University School of Law.

Capt. Scott Linder was elected to the Board of Directors of National Capital Treatment & Recovery in 2022. Scott has served as Captain, Community Engagement Division (CED) since 2020. Previously, Scott served as a Lieutenant in the Arlington Homicide/Robbery Unit and Lieutenant in the Arlington County Internal Affairs Section. Scott has participated in a mentor program for new employees and is a prior member of the Critical Accident Team. He received the U.S. Attorney’s Office Eastern District Public Service Award in 2009 and 2011; Bureau of Alcohol, Tobacco, and Firearms Service Award in 2009; and the Arlington Kiwanis Outstanding Public Service Award in 2007, among other awards and commendations. Scott holds a Bachelor of Arts degree with a major in Criminal Justice and minor in Psychology from George Washington University.

Greg Maurer was elected to the Board of Directors of National Capital Treatment & Recovery in 2023.

Greg is Head of Global Government Affairs for Broadcom, where he leads the global policy team on behalf of Broadcom.  Before coming to Broadcom in 2025, Greg spent 13+ years at Meta where he was Vice President of Public Policy where he led congressional and Federal outreach and legislative affairs for Meta’s family of apps.  Prior, Greg was Vice President of Public Affairs at UPS where he was focused on trade, tax, pension and workforce issues,  Greg joined the private sector after working almost a decade on the Hill.

During his time on Capitol Hill, Greg was an advisor to the Chairman of the Workforce Protections Subcommittee, Rep. Cass Ballenger (NC). He later served as Rep. John Boehner’s Labor Policy Advisor and Director of Coalitions on the House Education and Workforce Committee. When Rep. Boehner was later elected House Majority Leader, he served as the Director of Member Services for the Majority Leader’s office.

Greg is married to Danielle Maurer, and they are the proud parents of sons Mason and Ben. Greg is an alumnus of Miami University, Ohio, and resides in Arlington, Virginia.

Mr. Meyer is an executive in the energy and infrastructure industries where he has had a long and successful career.  Currently he is CEO of a company focused on making renewable fuels and chemicals. He has developed and financed numerous power projects in the conventional and renewable energy space and managed large and complex power businesses, the largest of which had an initial staff of 4800 people. In addition, he has led teams that acquired businesses in the sector with the deal size ranging to over $2 billion.

Much of his experience over the last 25 years has been overseas.  He has lived and worked in the UK, Hungary, South America and sub-Saharan Africa.  One of his more recent positions was as the CEO and General Manager of the Corbetti Geothermal project, a proposed 500 MW power project in Ethiopia with an estimated cost of over $2 billion.  Just prior to that, he held the position of Lead Transaction Advisor for Power Africa in Kenya.

Mr. Meyer was one of the early employees of the Arlington Virginia based AES Corp., where he helped it grow to a peak market capitalization of over $33 billion.

He has a bachelor’s degree in mechanical engineering from Drexel University and a MBA from Syracuse University.

Mr. Myer was elected to the Board of Directors on January 6, 2025.

Tracy Hitt Millar was elected to the Board of Directors of Phoenix Houses of the Mid-Atlantic in 2012 and most recently transitioned to the Board of NCTR in 2020.

She served with her husband as the Co-Chair of the Capital Campaign leading to the construction of the Health and Fitness Center and improvements to the adolescent boys’ program.

Tracy was employed by USAir airlines in the Human Resources Department as a Personnel Policy Manager. Responsibilities included writing, interpreting and preparing the system-wide personnel policy manual, handling the company’s internal grievance procedure and acting as liaison between employees and the Human Resources department.

Prior to the position at USAir, Tracy was employed at HITT Contracting, a family-owned business, in Human Resources and Client Relations.

Tracy is involved in volunteer activities at The National Cathedral and St. Mary’s Episcopal Church.

She holds a bachelor’s degree in Business Administration with a concentration in Marketing from George Mason University.

Dr. Cameron Muir is a nationally recognized physician, educator and executive leader in hospice, palliative medicine and advanced illness care. He is the Principal and Founder of CMC, Cameron Muir Consulting, LLC, where he works with health care provider organizations to help them innovate and develop or enhance high quality value-based care and payment models.

In addition, he serves as the Chief Innovation Officer for the National Partnership for Healthcare and Hospice innovation (NPHI) where he established and oversees the NPHI Innovation Lab. Unique in the hospice space, the Lab focuses on population health, claims analytics, practice optimization, and other systematic approaches to enhance and improve advanced illness care for NPHI members.

In additional Innovations work, Dr. Muir has served as the medical director for a Medicare Innovations (CMMI) high-needs ACO REACH program, where he worked with multiple advanced illness provider organizations to develop standardized approaches to claims analytics, quality measurement, and care coordination strategies to help drive double digit savings in year one of the program. Dr. Muir also served as an executive leader for a PACE (Program for All-Inclusive Care of the Elderly) program, where he was responsible for oversight of both the clinical and medical director for this start-up PACE program. As well, Dr. Muir worked with a national dialysis company to develop a network of high-quality advanced illness providers across the US serving as the Network Manager for these preferred providers as the dialysis company’s participant providers launched into the at risk, value-based CKCC Model from CMMI.

Dr. Muir received his medical degree from the University of Virginia School of Medicine and currently serves as his Class Representative as well as Treasurer of the UVA Medical Alumni Association. He completed his residency in internal medicine at Dartmouth-Hitchcock Medical Center. He also earned fellowships in bioethics at the University of Chicago Medical Center and in Medical Oncology and Hospice and Palliative Medicine at Northwestern University Feinberg School of Medicine. Dr. Muir is Board Certified in Hospice and Palliative Medicine and Internal Medicine.

For sixteen years (2002-2018) Dr. Muir served as the Chief Medical Officer and EVP for Clinical Services at Capital Caring Health (CCH). As CMO, he recruited and managed a medical team of over 60 professionals who delivered over 260,000 hospice and palliative care encounters. Additionally, Dr. Muir developed systems of quality advanced illness care that resulted in publication of over a dozen peer-reviewed articles defining innovations and best practices in advanced illness care. He also managed teams devoted to business development, marketing, and communications.

Dr. Muir has been married for nearly 30 years and has two grown children and a Labrador retriever. He enjoys running, cycling, sailing, and playing his grandfather’s bagpipes.

Edd Nolen was elected to the Board of Directors of Vanguard Services in 2005, transitioned to the Board of Phoenix Houses of the Mid-Atlantic in 2010, and most recently to the Board of NCTR.

Edd worked on Capitol Hill for 30 years on staff for the House of Representatives Committee on Appropriations.

He retired from this position in 1993. Prior to working on Capitol Hill, he served in the U.S. Navy from 1958 through 1962. Edd currently serves as a Trustee of Resurrection Lutheran Church in Arlington.

Previously, he served as a Co-chair of the Arlington Committee of 100, President and Board member of the Arlington Food Assistance Center and President and a member of the Kiwanis Club of Arlington.

Edd is a graduate of George Mason University.

Robin Norman Depaoli was elected to the Board of Directors of Vanguard Services in 1999, transitioned to the Board of Phoenix Houses of the Mid-Atlantic in 2010, and most recently transitioned to the Board of NCTR in 2020.

Robin is retired from Virginia Hospital Center where she served as Senior Vice President and Chief Financial Officer. She first joined Virginia Hospital Center as an Accounting Manager in 1979 and served in various roles within the organization. Robin also served on the Board of the Leadership Center for Excellence.

Robin holds a Bachelor of Arts in accounting from the University of Maryland and a Master of Business Administration from Virginia Polytechnic Institute and State University.

Sam Peterson was elected to the Board of Directors of National Capital Treatment & Recovery in June 2026.

He serves as the Regional Resource Director for Caron Treatment Centers, where he helps individuals and families identify and access appropriate treatment resources. He is a Certified Peer Recovery Specialist and brings both lived experience and professional expertise to his work in the behavioral health field.

Mr. Peterson first came to National Capital Treatment & Recovery’s Phoenix Program in 2019 after several treatment attempts that had not taken hold. The structure, support, and continuum of care he found at NCTR helped him stabilize, complete residential treatment, and move through every level of outpatient care. He successfully completed his program in 2021.

Following treatment, Sam lived in an Oxford House and began building a career in behavioral health, taking on roles of increasing responsibility. His work is shaped by a deep understanding of recovery, a commitment to service, and a strong ability to connect individuals and families with hope, guidance, and practical resources.

Before entering the behavioral health field, Sam spent twenty years as an executive recruiter. That experience strengthened his skills in listening, relationship-building, assessment, and placement. Today, those same skills support his work helping people find the right path toward treatment and long-term recovery.

Sam brings to the Board a meaningful combination of personal recovery experience, professional insight, and dedication to NCTR’s mission.

Paul C. Scanlon was elected to the Phoenix House Mid-Atlantic Board in September 2017, and most recently transitioned to the Board of NCTR in 2020. Paul is a Senior Analyst at FTI, a strategic management services firm. FTI partners with clients to create systematic advances in financial performance through transformation of culture and application of system management.

He is an economics and financial professional with leadership and analytical expertise. Between 2006 and 2009, Paul worked as a financial analyst and internal auditor for Genworth Financial. Here he received extensive experience managing financial systems, generating internal system risk maps and facilitating process control testing. In 2010, he joined FTI, where he began working as a performance analyst with the Patient Safety and Clinical Pharmacy Services Collaborative (PSPC). This was his introduction to the health care industry, where he developed a strong personal interest in helping clinicians improve the quality of care delivery. Between 2010 and 2017, Paul’s responsibilities at FTI grew from data analysis and performance reporting to helping design and manage national quality improvement initiatives.

He has coached professionals across the private, public, and not-for-profit sectors in quality improvement methods and leadership strategies. He has worked with the Center for Medicaid and Medicare Innovation (CMMI), the Alliance for Integrated Medication Management (AIMM), Mary Washington Health System in Virginia, Ammonoosuc Community Health Services in New Hampshire and the Pennsylvania’s Area Agencies on Aging.

Paul received his bachelor’s degree in Economics and Management from Virginia Tech in 2007. In his spare time, Paul enjoys running, basketball, and virtually any outdoor activity.

He donates his time to local charities including serving on the Board of National Capital Treatment & Recovery. Paul is a lifelong resident of Virginia. Born in Alexandria, he now resides in Arlington, Virginia.

Mavis Bunker Taintor was elected to the Board of Directors of Phoenix Houses of the Mid-Atlantic in 2018 and most recently transitioned to the Board of National Capital Treatment and Recovery.

She lives in Waterford Virginia where she owns a working horse farm. She also manages a family real estate business which she and her husband built. She is politically active in many local elections and ran in a primary in 2017. Mavis was a founding partner, co-CEO and member of the board of directors of Callidus Capital Management from 2001- 2010, when Callidus was sold to Blackstone. At the time of the sale, it had $4 billion assets under management and 40 employees. From 1999 to 2001, she was the managing director and the head of bank loan finance at Credit Suisse First Boston where she ran a 60-person group that marketed, structured and executed all bank loan financings for the firm. Prior to that, she was the managing director and co-head of bank lending at Salomon Smith Barney, and established a commercial banking business for Salomon Bros. in the U.S. and in Europe.

When Salomon merged with Citibank in 1999, she was appointed as the global head of banking for Citibank, with 800 employees around the world. Mavis was managing director of capital markets at JP Morgan (formerly Chemical/Chase Bank) from 1989-1996, and the head of the New York lending group, and corporate bank head for Sri Lanka at Citibank from 1976-1989. Early in her professional career, Mavis worked with the National Commission on Productivity in Washington D.C. and was a Head Start teacher.

She has an MBA in Finance, 1981, from New York University; a Ph. D. in Political Science, 1974, from State University of New York at Buffalo; and a BA from Cornell University, 1967. She is the author of the book, Revolution and Political Change with Claude Welch, 1972. She has two children and one grandchild.

Crystal Lilly Wheeler was elected to the National Capital Treatment & Recovery Board of Directors in December 2022.

She is a seasoned Human Resources Executive and works as a Chief People Officer for a government contractor in northern Virginia where she oversees the compensation, benefits, talent acquisition, DEI&A and learning and development functions. Previously, she held leadership roles in organizations such as Booz Allen, Northrop Grumman, USA TODAY, and GDIT.

She began her career in Charlotte, North Carolina in the financial services industry as a HR Project Specialist.

Crystal earned a Bachelor’s of Science degree in Marketing from North Carolina A&T State University and a Masters of Science in Business and Industry Training from Old Dominion University.

She is a certified Executive Coach. She also serves on the Loudoun County Family Advisory Board.
